I think that in the story "The Lottery" people join in on the event because it's a tradition. They grew up with the anual lottery and that is what they know, they think that it's normal and ok to do. Every one joins in because they don't want to question or change tradition. I think that this tradition was made to keep the poppulation at a steady amount, or maybe to set an example, that karma is real. Tessie was late to the lottery draw and she just happened to be the chosen lottery winner, it was almost like karma for forgetting about tradition. Don't disrespect tradition, no matter what.
